Bobby R. Bruce 3275fa8e4f base: Add GEM5_DEPRECATED_ENUM_VAL 
This deperecation enum works exactly the same way as GEM5_DEPRECATED
but will not expand if using GCC <6, as enum value deprecation was only
introduced in GCC 6.
