Daniel R. Carvalho a6643d6174 mem-ruby: Remove NonCountingBloomFilter ...

Make BlockBloomFilter accept having a single bitfield, in which
case it behaves exactly as the NonCountingBloomFilter, and thus
the latter can be removed.
