Erin Le 8fe1228f3e scons, ext-testlib: rename NULL_All_Ruby to use all caps 
This commit renames NULL_All_Ruby to NULL_ALL_RUBY and adds a
tag for this build for testlib. These changes were made so the
NULL_All_Ruby build could be used with testlib.
