Melissa Jost effca10cb4 tests: Add switcheroo.py to fs configs directory

There was another missing file in the configs for the fs tests,
so this should allow the switcheroo tests to pass.

FS

This is a set of full system ARM tests. To run these tests by themselves, you can run the following command in the tests directory:

./main.py run gem5/fs/linux/arm --length=[length]
