The nullStaticInstPtr was low overhead, but the nopStaticInstPtr needed an actual StaticInst implementation it could point to, and that brought with it some (minor) additional dependencies. Specifically, the implementation of advancePC needs the definition of TheISA::PCState, while all other signatures/impementations in StaticInst are already passing around that type by reference or could be made to, reducing dependencies further.
