78915f1895 dev-arm: Rename SCMI namespace as scmi 
As part of recent decisions regarding namespace
naming conventions, all namespaces will be changed
to snake case.

::SCMI became ::scmi.

92ba3ba843 misc: Use PARAMS 
The patch is using the newly defined PARAMS macro to replace
custom params() getters in derived class.

The patch is also removing redundant _params:
Instead of creating yet another _params field, SimObject descendants
should use params() to expose the real type of SimObject::_params they
already have.

2aa37d1d77 dev-arm,misc: Added missing override to scmi_platform functions 
The missing overrides on the "raiseInterrupt" and "clearInterrupt"
resulted in compilation failures when using Clang.
