Simple updates to pbs and send.py

util/pbs/pbs.py:
    Change the default so that we do not get mail under any circumstances
    from pbs.
util/pbs/send.py:
    Add a -n flag to send.py that causes the Base directory to *not*
    sync with the Link directory
