Bobby R. Bruce db921c890e scons: Fix 'CheckLinkFlag' so '-Werror' is not enabled ...

A small error in 'CheckLinkFlag' was resulting in `-Werror` being set
as a CXXFLAG after the function was run. This patch fixes this.
