Carlos Falquez a57f08f355 mem-garnet: Add masked functionalRead support ...

Recently the CHI protocol was introduced in Ruby.
The protocol introduces an alternative interface for
functional reads:

bool functionalRead(PacketPtr, WriteMask&)

This commit adds functionalRead(PacketPtr, WriteMask&)
implementations for various Garnet components.
