92894edf78 util-docker: Ensure all apt update/upgrade/install in one RUN
Prior to this patch those building from these Dockerfiles could
encounter caching issues where the `apt -y update` RUN was loaded from a
cached layer prior to running the `install` command. Typically this was
trying to obtain a package from a wrong IP address. The fix for this is
to run this all in one Docker RUN to avoid loading a broken cache.

d1ba94ac41 util: Remove python3-six package from dockerfiles
python six package is not used in gem5 as we don't support
python2 anymore

e100156a51 misc: Adding 'make' to the compiler Dockerfiles
While gem5 will compile without make, LTO cannot link on multiple
threads without it.

45a38b5352 util: Updated the Dockerfiles for Python3
For the next release of gem5, we are dropping support for Python2. The
Ubuntu 18.04 Docker images were running with Python2. This has been
updated.

It should be noted that there is, at present, no eligant solution to the
issue that older versions of Scons (such as that obtainable via APT in
Ubuntu 18.04) use Python2. Those wishing to compile with these Docker
Images should use
`/usr/bin/env python3 $(which scons) build/X86/gem5.op5`

5a20525e75 util: Removed libelf-dev dep from Dockerfiles
The libelf-dev dependency is no longer required in our Dockerfiles.

The libelf-dev dependency has been kept for the "all_dependencies"
Dockerfiles.

0cf67fb362 util: Updated Dockfiles with the libelf-dev dep
This is required if we eventually remove `ext/libelf` (
https://gem5.atlassian.net/browse/GEM5-752), otherwise our tests will
fail.

The corresponding Docker images have been built and uploaded to:

f7a63fbd09 util: Added Dockerfile for GCC versions on ubuntu 20.04
Ubuntu 20.04 contains GCC verisons 9 and 10, which are not easily
obtainable (at least through APT) on Ubuntu 18.04. Therefore, a
Dockerfile for obtaining GCC versions in Ubuntu 20.04 has been added.
The orignal GCC version Dockerfile (Ubuntu 18.04) has been kept as
GCC versions 4.8, 5, and 6 are not obtainable, via APT, on Ubuntu
20.04. A complete migration to the 20.04 Dockerfile is not possible
until these earlier GCC versions are dropped.

The Docker images for GCC Versions 9 and 10 can be found here:

The other Dockerfile directories have been renamed for consistency.
