Erfan Azarkhish	1530e1a690	mem: hmc: adds controller This patch models a simple HMC Controller. It simply schedules the incoming packets to HMC Serial Links using a round robin mechanism. mem: hmc: adds controller

This patch models a simple HMC Controller. It simply schedules the incoming
packets to HMC Serial Links using a round robin mechanism.  This patch should
