Gabe Black	19df4e94ee	ISA,CPU: Generalize and split out the components of the decode cache. This will allow it to be specialized by the ISAs. ISA,CPU: Generalize and split out the components of the decode cache.

This will allow it to be specialized by the ISAs. The existing caching scheme
