808056ce4e util-docker: Use python3 by default for Ubuntu 18.04 docker images 
gem5 dropped the support for python2. This change sets python3
to have a higher priority than python2 in the Ubuntu 18.04 docker
images. This is done so that gem5 will be compiled and tested
in the python3 environment by default.

45a38b5352 util: Updated the Dockerfiles for Python3 
For the next release of gem5, we are dropping support for Python2. The
Ubuntu 18.04 Docker images were running with Python2. This has been
updated.

It should be noted that there is, at present, no eligant solution to the
issue that older versions of Scons (such as that obtainable via APT in
Ubuntu 18.04) use Python2. Those wishing to compile with these Docker
Images should use
`/usr/bin/env python3 $(which scons) build/X86/gem5.op5`

b3719766f5 util: add pkg-config to ubuntu all-dependencies Dockerfiles 
Without this, HDF5 is not built, e.g. a run such as
http://jenkins.gem5.org/job/Nightly/68/console contains:

Checking for hdf5-serial using pkg-config... pkg-config not found
Checking for hdf5 using pkg-config... pkg-config not found
Checking for H5Fcreate("", 0, 0, 0) in C library hdf5... (cached) no
Warning: Couldn't find any HDF5 C++ libraries. Disabling
         HDF5 support.

This is done to increase coverage a bit, and serve as dependency
documentation to users.

0cf67fb362 util: Updated Dockfiles with the libelf-dev dep 
This is required if we eventually remove `ext/libelf` (
https://gem5.atlassian.net/browse/GEM5-752), otherwise our tests will
fail.

The corresponding Docker images have been built and uploaded to:
https://gcr.io/gem5-test/

66c5aa5fbf misc: Added python-six as a dependency in 18.04 docker 
Previously the docker utilized Python-Pip. This is an intermediate
dependency we don't need. We can install the Python-six module directly
via the APT framework.

8cf9c5260c tests,misc: Created presubmit.yaml Google Cloud Build files 
This will replicate kokoro on Google Cloud services. At present, this
can be run via execution of `gcloud builds submit--config
cloudbuild_presubmit.yaml`.
