23515fa723 misc: Update Garnet_standalone build opts
Previously, this used the ALPHA ISA which has been removed.

According to the documentation on the website
(https://www.gem5.org/documentation/general_docs/ruby/
garnet_synthetic_traffic/), using null ISA with no CPUs should be safe.

e01ead41c2 scons,arch: Remove simple scalar compatibility.
This was primarily in Alpha where disassmbly output could be compatible
(default off, probably not usd in a long time), and floating point
could be compatible (default on). A small bit had crept into x86 from
long ago which is also removed.

aca869bf2d ruby: rename ALPHA_Network_test protocol to Garnet_standalone.
Over the past 6 years, we realized that the protocol is essentially used
to run the garnet network in a standalone manner, and feed standard synthetic
traffic patterns through it.
